What is a Anmeldung?
Address registration.
The first bureaucratic step for every expat in Germany — and the source of many follow-up letters.
Definition
The Anmeldung is the registration of your address with the Bürgeramt, required within 14 days of moving (§ 17 BMG). It produces a Meldebescheinigung (certificate of registration), which you’ll need for bank accounts, phone contracts, tax ID issuance, and residence permits.
Who sends it
Your local Bürgeramt, Bürgerbüro, KVR (Munich), or Einwohnerzentralamt (Hamburg). Follow-up letters come from the Finanzamt (Steuer-ID), Rundfunkbeitrag (broadcasting fee), and sometimes your Krankenkasse.
What it’s asking for
At the Anmeldung appointment: your passport, rental contract with a signed Wohnungsgeberbestätigung, and a completed Anmeldeformular. Follow-up letters typically request additional details or confirm assigned numbers.
Your deadline
How to respond
- Book a Bürgeramt appointment as early as possible — waits can be 6–8 weeks.
- Have your passport, rental contract, and Wohnungsgeberbestätigung ready.
- Attend the appointment; you’ll leave with your Meldebescheinigung the same day.
- Expect follow-up letters from Finanzamt, Rundfunkbeitrag, and possibly your Krankenkasse within 2–8 weeks.
- Keep the Meldebescheinigung — it’s required for almost every other administrative step.
If you ignore it
No Anmeldung means no Steuer-ID, no legal bank account (Giro-only), no residence permit extension, no phone contract, no registered address for legal correspondence. Fines up to €1,000 apply, plus all the cascading downstream delays.
Frequently asked questions
What is a Wohnungsgeberbestätigung?
A landlord’s confirmation, required under § 19 BMG, that you have moved in. Your landlord must provide it — refusing is an administrative offence. It includes the landlord’s name, the address, and the date you moved in.
Can I do the Anmeldung without a rental contract?
Yes, but only with a Wohnungsgeberbestätigung from the person providing your housing (friend, family, employer). A rental contract alone does not register you; the Wohnungsgeberbestätigung is what the Bürgeramt actually needs.
What happens after my Anmeldung?
Within 2–8 weeks you’ll receive your Steuer-ID by post from the Finanzamt, a registration letter from the Rundfunkbeitrag, and often a confirmation from your Krankenkasse. Aplet decodes all of them.
How does Aplet help with Anmeldung follow-ups?
Every Anmeldung triggers 3–4 downstream letters. Aplet identifies each one — tax ID, broadcasting fee, insurance — and tells you exactly what to do.
I got a Bußgeldbescheid for late Anmeldung. Can I appeal?
Yes. File an Einspruch within 14 days, explain the reasons for the delay (e.g. appointment unavailability, paperwork issues), and most first-time fines are reduced or waived.
