Who sends it

A missed Bußgeldbescheid becomes rechtskräftig (legally binding) after the deadline. Enforcement follows — Vollstreckung by the bailiff, potential wage garnishment, or (for traffic offences) points in the Fahreignungsregister (driver’s licence register in Flensburg).

Can I negotiate the fine?

Not directly, but an Einspruch may lead to a reduced fine or dismissal if you present valid circumstances. For first-time minor offences (e.g. late Anmeldung), a written explanation can result in a warning (Verwarnung) instead of a fine.
